PJSC “Ukrhydroenergo” (UHE) implements the World Bank-financed Project P176114 “Ukraine - Improving Power System Resilience for European Power Grid Integration” and intends to procure the following equipment:
Battery Energy Storage Systems (BESS) with Energy Management Systems (EMS) and Ancillary Equipment at Kyiv HPP / PSP, Kaniv, Kremenchuk and Seredniodniprovska Hydropower Plants, including related services (design, assembly, commissioning and training of UHE staff)

The sites where the systems need to be installed are located in Ukraine on the territory of UHE branches at the following locations:

  • "Kyiv HPP and PSP Cascade" (town of Vyshhorod, Vyshhorodskyi district, Kyivska region);
  • "Kaniv HPP" (town of Kaniv, Cherkaskyi district, Cherkaska region);
  • "Kremenchuk HPP" (town of Svitlivodsk, Oleksandriiskyi district, Kirovohradska region);
  • "Seredniodniprovska HPP" (town of Kamianske, Kamianskyi district, Dnipropetrovska region)

The implementation of the contract will contribute to improving the reliability of energy supply and enhancing the resilience of the energy system of Ukraine, ensuring greater reliability and flexibility of the United Energy System of Ukraine.

The integration of ESS will help compensate for uneven generation, increase energy security, and ensure stable operation in conditions of increased risks, including those related to external factors.

It is planned to install an Energy Storage System (ESS) with an estimated operating capacity of up to 197 MW (the capacity of the ESS shall be at least twice its rated capacity)  to provide ancillary services, which, thanks to the combined (hybrid) operation mode with the hydro-units of PJSC “Ukrhydroenergo”, will provide highly efficient and fast-responding ancillary services, and to create an energy management system (EMS) at four Hydro Power Plants (HPPs), including Kyiv HPP, Kaniv HPP, Kremenchuk HPP, and Seredniodniprovska HPP, located along the Dnipro River - the main hydro power generation artery in Ukraine.

The systems are expected to be deployed in four separate stages:

І) Kyiv HPP: 46 MW (approximately 9,9 ths. m2 land plot allocated for deployment);

ІІ) Kaniv HPP: 66 MW (approximately 12,7 ths. m2 land plot allocated for deployment);

ІІІ) Kremenchuk HPP: 60 MW (approximately 15,4 ths. m2 land plot allocated for deployment); and

ІV) Seredniodniprovska HPP: 25 MW ( approximately 6,6 ths. m2 land plot allocated for deployment).

Urban planning conditions and restrictions have been obtained for all the specified land plots, and engineering and geodetic surveys have been performed.

During preliminary designing by UHE, the options for connecting the ESS to networks of Kyiv HPP, Kaniv HPP, Kremenchuk HPP and Seredniodniprovska HPP have been developed and agreed with NPC Ukrenergo, which is the transmission system operator (TSO) of Ukraine and, in accordance with the Law of Ukraine “On the Electricity Market,” is responsible for the reliability and safety of the United Energy System (UES) of Ukraine. The network operating modes have been calculated and preliminary analysis of impact of the ESS operation on the level of short-circuit currents have been carried out.

All work related to connecting the networks of the designed facility to the TSO networks shall be performed by the contractor.

For further design, it is planned to perform geological, hydrogeological, engineering and hydrometeorological works according to the developed plan.

The scope of the contractor’s design will include, but not limited to, general lay-out and transport wire mesh fencing around the perimeter of ESS and substation, video surveillance, access control system, lighting, grounding system, lightning protection, fire alarm and fire extinguishing system, security alarm system, oil head, electrical networks for power accumulation and delivery.

The operation of the ESS is considered in the ancillary services market for the provision of secondary control services, namely automatic frequency restoration reserve (aFRRl, aFRRs) and, additionally, the provision of primary control services – frequency containment reserve (FCR).

Draft Qualification criteria are provided in Annex 1.

The Evaluation Criteria will include price and non-price criteria (Rated Criteria) to determine the Most Advantageous Bid. It is expected that the cost factor will have 80% weight and non-price (technical) factor will have 20% weight.

The Contract conditions will cover, in addition to the supply of equipment, the following related services:

  • preparation of formal design for installation of the ESS on the sites, including obtaining the required design approvals/expert review as per the national legislation of Ukraine;
  • installation and commissioning of the supplied equipment according to the design; and
  • training of UHE personnel in operation and maintenance of the installed ESS.

UHE envisages the possibility of providing an advance payment of up to 40% of the Contract Price, subject to the submission of an Advance Payment Security (unconditional bank guarantee).

UHE invites potential manufacturers, suppliers, or their authorized representatives to participate in the Virtual Market Sounding and Consultation Workshop via Zoom on November 20, 2025, at 11:00 am Kyiv (Ukraine) time, to discuss realistic and optimal options for delivery deadlines, delivery conditions, and key requirements for the scope of related services. The discussion is expected to last no more than 3 hours. The webinar will be conducted in English, and translation into Ukrainian will be provided for local potential bidders.

Annex 1

DRAFT QUALIFICATION CRITERIA

Financial capacity:

The Bidder shall provide audited financial statements or, if not required by the laws of the Bidder’s country, other financial statements acceptable to the Purchaser for the last five (5) fiscal years prior to the deadline for submission of bids, demonstrating the Bidder’s current financial stability. For joint ventures, this requirement shall be met by each bidder.

The Bidder or any of the partners of the Joint Venture shall not be in bankruptcy proceedings and/or in a state of bankruptcy on the date of the Bid submission, in accordance with the provisions of the legislation of the country of its registration.

The Bidder or any JV partner shall provide a certificate/extract, etc. from the relevant state register or authority responsible for recording information on declared bankruptcy proceedings and/or open criminal proceedings in accordance with the legislation of the country of registration, confirming that the Supplier/a JV partner is not in a state of bankruptcy and/or subject to criminal proceedings.

Specific Experience: The Bidder shall demonstrate that it has successfully and substantially completed at least one (1) contract within the last 5 (five) years with a value of at least 120 million US dollars in equivalent, or at least two (2) contracts each with a value of at least the equivalent of US dollars 80 million that are similar in nature and complexity to the Goods and Related Services under this Contract.

Manufacturing experience and Technical Capacity: The Bidder who is the manufacturer of the equipment to be offered shall provide documentary evidence (for instance, copies of extracts from contracts, acceptance test reports, commissioning reports, etc.), to demonstrate the following:

(i) The Bidder has manufactured goods of similar nature and complexity, namely Battery Energy Storage Systems (BESS), with a total output power capacity from 100 MW to 200 MW, with an Energy Management System (EMS), for at least the past five (5) years; and

(ii) The Bidder has manufactured goods of similar nature and complexity, namely Battery Energy Storage Systems (BESS), with an operating capacity of at least 25 MW, with an EMS, for at least the past five (5) years, with a total quantity of at least four (4) units of such equipment; and

(iii) The Bidder has manufactured and commissioned at least four (4) BESS units with EMS during the past five (5) years.

If the Bidder is a joint venture (JV), all partners of the JV shall collectively meet the above requirement in terms of the number of contracts executed.

In order to verify compliance with this requirement, the Bidder shall provide copies of relevant contracts and acceptance certificates (or other acceptable evidence of contract performance) and customers’ feedback. For the installation of equipment, which will include construction work, the Bidder or its subcontractor shall provide a license for economic activity with an annex including the list of works, or a Declaration on conducting economic activity, which allows to perform the works specified in the technical specification and perform works on the sites that, by the class of consequences (responsibility), belong to sites with medium (CC2) and high consequences (CC3).

If a bidder’s license has been issued by the licensing authority in electronic form (a record of the licensing authority's decision to issue a license to a business entity in the Unified State Register of Legal Entities, Individuals - Entrepreneurs and Public Organizations), then such bidder shall provide an extract from the Unified State Register of Legal Entities, Individuals - entrepreneurs and public organizations, which includes information about the issuance of the license or the decision of the licensing authority, or a certificate in no particular form signed by an authorized person of the bidder, containing information about the availability of an electronic license in the license register.

The Bidder may engage subcontractors to provide related services.

 

Production capacities:

If the Bidder is not the manufacturer of the equipment, manufacturer authorization shall be required, i.e. the Bidder shall provide evidence that it is duly authorized by the manufacturer(s).

The Bidder shall provide a copy of the ISO 9001:2015 certificates or the corresponding European standard or DSTU ISO 9001:2015 certificates, valid as of the date of bid submission, issued by specialized organizations to the manufacturer or manufacturers of the proposed equipment; a valid certificate from i.  ISO 14001, which is the standard for environmental management systems (EMS), and ii. ISO 45001, which is the international standard for occupational health and safety (OH&S).

 History of contract non-performance:

The Bidder shall demonstrate the absence of unfulfilled or prematurely terminated contracts during the last 5 years.
